Selene Keeney

Selene grew up in Scappoose and has been with the District since 2016. She holds a Professional Certificate in River Restoration and a bachelor’s degree in biology, with specialization in botany, from Portland State University. Selene has a diverse professional history that includes botany, wetland ecology and delineation, water resource land use planning, and environmental resource compliance at the Federal, State, and local level. As the Senior Resource Conservationist, Selene’s expertise centers around habitat restoration and she is passionate about the District’s work to conserve vital habitats and the species that depend on them. Selene brings projects to the table and develops them, shaping their evolution from concept through final design, then takes them all the way to implementation/post-implementation monitoring. During the progression of a project, she works with numerous partners and stakeholders, assess baseline conditions and the ecological benefits of restoration, obtains and manages project grant funding, secures permitting, contracts the companies that do the “dirt work”, and provides oversight so projects are completed in compliance with permits and according to plans and budgets. Selene also provides technical assistance to local landowners and land managers so feel free to contact her regarding botanical and/or water-related resources concerns.
